The Deaf Advocacy and Wellbeing National Organisation (DAWN) has extended its congratulations to the Malaysian Government and the Ministry of Human Resources on the passage of the Gig Workers Bill 2025 in Parliament, recognising it as an important milestone for Malaysia’s labour landscape.
The Bill, passed by the Dewan Rakyat on 28 August 2025, introduces Malaysia’s first comprehensive framework for gig economy workers. It outlines the rights and responsibilities of gig workers and platform providers, enhances access to social protection, and establishes fairer mechanisms for employment conditions and dispute resolution.
DAWN noted that the Bill is particularly significant for groups that rely on flexible or contract-based employment, including Deaf gig workers and BIM interpreters. Many Deaf individuals work independently in sectors such as delivery, digital services, and creative industries, while BIM interpreters often operate on freelance or short-term contracts. The Bill provides both groups with greater legal clarity, job security, and access to social protection.
A briefing session on the Gig Workers Bill 2025 was held by the Ministry of Human Resources on 16 October 2025 at the AICB Centre of Excellence, Kuala Lumpur, officiated by YB Steven Sim Chee Keong, Minister of Human Resources. The session provided an overview of the Bill’s key provisions, its intended protections, and its relevance to Malaysia’s expanding gig economy.
DAWN stated that the Bill’s passage marks a constructive step towards building a more equitable workforce that recognises the contributions of all Malaysians. The organisation also expressed hope that the law’s implementation will continue to uphold fairness and inclusion — ensuring that workers, including Deaf individuals and BIM interpreters, are protected and valued within Malaysia’s evolving economy.
